priorities in order, and one of the real problems with president obama is his priorities seem to be a mess. instead of talking about spending control, we're talking about gun control. instead of talking about solid, long-term economic solutions to help turn around the economy, we're talking about minting a trillion dollar coin. this is a president who seems to be sort of thumbing his nose at what really needs to be done in this next term. i mean, instead he's doing a power grab to secure his legacy. neil: you know, ilya, he's not the first president to try to go beyond an election and take what was a victory if terms of a -- in terms of a striking mandate. fdr did it, richard nixon tried it, george bush in his re-election tried it. are there differences here? anything noteworthy here? i mean, obviously, he's trying to get past a resistant congress to a lot of his proposals, and this stymying of a lot of his proposals. are you worried about the way he's doing it? >> well, of course, i'm worried about it. this is why we have three branches of government. any president of any party at any tim

consistently about this. it appears president obama will do this as an element of reform. events have told the administration toward having to do something about gun control. this will be difficult and an ugly battle. what should mexico do about it? i go back to my previous point. there is no real rule for in this debate. there may be in both the gun debate and in the immigration debate some minor rules for the mexican government in terms of cooperation. immigration, it does seem to me if we're ever going to get a handle on the question of temporary worker vises or different forms of immigration policies, some form of cooperation in establishing labor exchanges in mexico that could be run by the government would be useful. if we look at the major issues of reform in mexico, it does seem to me one of these could be of extreme interest to the united states, energy reform, i think success of u.s. government have done a good job and avoiding public comment on specifics of energy reform. that should be continued. our involvement can only be used by the confluence of energy reform to their advan

afford to become the bank for a federally designed expansion of medicaid. president obama said in 2009, as we move forward on health reform, it is not sufficient for us to simply add more people to medicare or medicaid to increase coverage in the absence of cost controls and reform. another way of putting it is, we cannot simply put more people into a broken system that does not work. he was right. the federal government must promptly authorize real, innovative, state run medicaid reform to allow us at the state level to run and manage our programs better. without dramatic reform, i cannot recommend dramatic expansion in medicaid. health benefit exchanges i believe or a bad idea. the federal mandate in that bill will increase the cost of insurance for most virginians and will crowd out other opportunities in the insurance industry. the ongoing failure of the federal government to provide a clear and cogent guidance and regulation has made it impossible by october 2013. we will not operate a state based exchange that gives upside financial risk. it is not good for virginia. real. one of the things that issing from about barack obama is he didn't pick a fight. he didn't go on about gun control is that his stance seems to me often sort of reminds me of martin luther king's stance which is we're all impoverished by this series of events and in the race speech as well, we're a nation all of us are deeply impoverished by this sort of horrible state in which we find ourselves. so it is not -- it's an interesting sort of technique and interesting way to sort of garner empathy among the people that are listening to you because it doesn't point fingers. i doesn't say you're wrong or right. it says look here. all of us are together. and we are all worse off because of x, y or z. which i think is an incredible technique both used in fiction very often and also certainly used by president obama. >> certainly i would say also specifically people who actually read fiction, picking up a book that is a creation is essentially saying i want to explore your life, another life. >> it's choosing to exercise that muscle. >> exactly. the people drawn to fiction anyway are p

to be talking about drawing down america's drone program, especially when the man who creates president obama's kill list john brennan is nominated to head the agency that controls the drones. with an approval rating close to 80%, most americans approve of obama's drone program. no troops are in harms' way and there is rarely instances of civilian deaths. no civilians are ever killed in drone strikes. in a loophole, this administration counts all military-age males in a strike zone as combatants unless there is explicit intelligent posthumously showing them innocent. of the estimated 2,562 to 30,325 people killed in drone strikes since 2004 anywhere between 474 and 818 were civilians including 176 children. that's just in pakistan. that does not even attack into account strikes in yemen and somalia where there have been five reported drone strikes in the last month alone. it's really no wonder that some experienced military officials question the effectiveness of the drone program. retired general stanley mcchrystal is the architect of the insurgency in afghanistan and said that drone strikes
